At present, civil registry records issued by the JCE need to be legalized through a different time-consuming procedure at the same JCE. J\u00e1quez says the JCE is working on the matter but it will still take time to eliminate the tedious legalizations of civil registry records.<\/p>\n\n\n\n<p>J\u00e1quez said a QR code will be used to authenticate the certificates. The code will be tied in with the institutions that require the use of the document. &#8220;This must be socialized with the institutions that require the legalization because they will have to update their own systems with the new QR code. He said meetings with the different government institutions have been held and staff is undergoing training to use the new tool.<\/p>\n\n\n\n<p>J\u00e1quez says next on the JCE modernization agenda is to normalize the digital signature and the issuance of certificates through the Internet, except in those cases where a physical document is essential.<\/p>\n\n\n\n<p>The JCE has submitted a bill to Congress to amend Law 659-44, on Acts of Civil Status, dated 17 July 1944. The JCE explains the purpose of the initiative is to update this old law and adapt it to the new reality of the Civil Registry in the country. The new system is expected to guarantee the legal security of all documents processed in the Civil Registry.<\/p>\n\n\n\n<p>Rom\u00e1n Andr\u00e9s J\u00e1quez Liranzo, presides the JCE.
