“We regret and condemn the assassination of Haitian President Jovenel Moise and the attack on First Lady Martine Moise. This crime is an attack against the democratic order of Haiti and the region. Our condolences to their families and the Haitian people,” Abinader said in a Twitter message on 7 July 2021.<\/p>\n\n\n\n

Moise was assassinated by gunmen at his residence in Port-au-Prince at around 1:15am on Wednesday, 7 July 2021. According to interim Prime Minister Claude Joseph, the Haitian First Lady was seriously injured and flown to Miami, Florida for medical treatment.<\/p>\n\n\n\n

The Dominican Republic has activated its contingency plan given the escalating political crisis in neighboring Haiti. The measures include the closing of the border with Haiti to foot and vehicular traffic. Also closed are the border markets on Mondays and Fridays in Jiman\u00ed and Dajab\u00f3n. The Ministry of Defense said that all plans have been activated to ensure this side of the border.<\/p>\n\n\n\n

The Ministry of Defense (MIDE) activated the “Gavion Contingency Plan” that includes all necessary operations by air, sea and land, to maintain the sovereignty and integrity of the national territory in the case when social and political situations occur in Haiti may destabilize the border region.<\/p>\n\n\n\n

As reported in N Digital, Major General Julio E. Florian Perez, commander of the Dominican Army, reported that 9,000 troops were deployed to the border zone, especially in the Jiman\u00ed and Dajab\u00f3n border crossing areas.<\/p>\n\n\n\n

The MIDE explains that Operation Gavion is about non-warlike military operations to maintain control of the national territory through joint, combined and inter-agency actions.<\/p>\n\n\n\n

Meanwhile, the Ministry of Foreign Relations ordered the closing of the Dominican embassy and consulates in Haiti and return to the DR of staff. The Civil Aviation Board (JAC) had earlier announced the suspension of commercial flights to and from Haiti with the exception of flights that are allowed to bring only Dominican nationals and diplomatic personnel. These flights operate exclusively to La Isabela International Airport in northern Santo Domingo.<\/p>\n\n\n\n

In a later message to the Dominican people, President Abinader would state:
\u201cEarly this morning we received with dismay the news of the terrible assassination of the President of Haiti, Jovenel Mo\u00efse, in a repudiatory action against the democratic system, stability and peace in our neighboring country, which has also left the First Lady Martine Mo\u00efse seriously wounded, who we hope will have a speedy recovery.<\/p>\n\n\n\n

\u201cAs President of the Dominican Republic, I wish to strongly condemn this assassination and to express my solidarity with the Haitian people, to whom I wish all the strength to face this difficult situation.<\/p>\n\n\n\n

\u201cI would like to inform you that, in view of the seriousness of these events, this morning I called an urgent meeting of the National Security and Defense Council, in which we adopted several measures that include the closure of our border with Haiti to guarantee the integrity and security of both nations.<\/p>\n\n\n\n

The serious situation in that country and its consequences in the Dominican Republic represent one of the problems that we as a government have had to address during these almost 12 months.\u201d<\/p>\n\n\n\n

The United Nations Security Council announced it would meet on 8 July to discuss the situation in Haiti. The 15 members of the Security Council are China, Estonia, France, India, Ireland, Mexico, Niger, Norway, Kenya, Russian Federation, Saint Vincent and the Grenadines, Tunisia, United Kingdom, United States, and Vietnam.<\/p>\n\n\n\n

Meanwhile, legislators representing border provinces with Haiti said that border security is weak, as reported in El Nuevo Diario.<\/p>\n\n\n\n
