The bilateral committee that is studying the Penal Code accepted to remove the amendment that created an exception allowing “well-applied home discipline.\u201d The amendment eliminated provisions in the Domestic Violence Law 24-97 and Rights of Children and Adolescents Law 136-03 that disallow violent discipline by parents towards children. The inclusion was promptly protested by First Lady Raquel Arbaje, who presides the children\u2019s cabinet, Rosa ElCarte, representative of Unicef in the Dominican Republic, and the local children\u2019s protection agency, Conani.<\/p>\n\n\n\n

The episode is another of a series of inclusions the bilateral committee has been making to the Penal Code draft under study in Congress. This is the same congress that voted against the three exceptions to abortion. It is also the same congress whose members have spoken up in favor of child marriage, that favored reducing to a minimum the penalties for marital rape, among other controversial amendments the legislators have favored.<\/p>\n\n\n\n

The bilateral committee that is studying the Penal Code announced that it concluded the draft on 4 November. The draft will now return to the floor of the Chamber of Deputies and the Senate.<\/p>\n\n\n\n
