No matter how many times we have forecast in international forums what would happen in Haiti if the international community did not act and look for a formula to help, it [the international community] has not shown real interest to date. Many columnists and &#8211; unfortunately &#8211; even former ambassadors write about the solution to Haiti&#8217;s problems without taking into consideration international law, proposing solutions that the international community will never accept.<\/p>\n\n\n\n<p>\u201cIn view of this reality described in the previous paragraph, my suggestions are the following:<\/p>\n\n\n\n<ol><li>The Dominican Republic should keep the border sealed as it has been. Our military leaders should imbue a strong dose of patriotism to the soldiers who protect our border and not be tempted with money to let illegals pass;<\/li><li>The government must urgently install a biometric capture system for the primary purpose of identifying those entering the country;<\/li><li>The Ministry of Labor, the Migration Agency and the Ministry of Foreign Relations should work together to provide &#8216;temporary work permits&#8217; to foreigners;<\/li><li>It should be easy to provide this document when a businessman, engineers or any economic activity requires it; the cycle is completed with the authorities returning to their country all those who are not documented.\u201d<\/li><\/ol>\n\n\n\n<p>Singer acknowledges that many of his recommendations are already happening or in the pipeline.<\/p>\n\n\n\n<p>On 10 November 2021, the Ministry of Interior &amp; Police in the Dominican Republic said that the registration of Haitians living in the country will include the taking of facial and digital imprints.<\/p>\n\n\n\n<p>Read more:<br><a href=\"https:\/\/www.diariolibre.com\/opinion\/otras-firmas\/el-colapso-total-de-haiti-se-avecina-si-no-en-semanas-en-dias-AG29859584\">Diario Libre <\/a><\/p>\n\n\n\n<p><a href=\"https:\/\/dr1.com\/wordpress\/2021\/11\/10\/us-says-haiti-is-up-to-haiti\/\">DR1 News <\/a><br><a href=\"https:\/\/dr1.com\/wordpress\/2021\/11\/09\/ministry-of-interior-90-of-haitians-dont-have-id-documents\/\">DR1 News <\/a><\/p>\n\n\n\n<p>11 November 2021<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Former Dominican ambassador to the United Nations, Jose Singer, who sat on the UN Security Council, shared with Diario Libre a short list of recommendations on what the Dominican Republic can do now that the international community seems to be washing its hands of the situation in Haiti.
