A Chamber of Deputies and Senate committee had harmonized the bill articles delegating to technicians at the Ministry of Economy decisions on land use and not to the politicians that normally control the city governments.<\/p>\n\n\n\n<p>Notwithstanding, after the Chamber of Deputies made the changes, the Senate went ahead and voted yes to delay no longer the passing of the bill.
