Rigoberto Antonio Rosario Guerrero used his turn to explain his background to protest actions by judges in the system. He complained that judges are regularly abusing the use of preventive custody and regularly violate the 48-hour period to incriminate a person. <\/p>\n\n\n\n

He praised the Constitutional Court and said it was the last resort for penal cases. He expressed his concern that many judges were aspiring to the positions and alerted against what he called the judicialization of the Constitutional Court, or that it be made up of a majority of judges.<\/p>\n\n\n\n

Rosario Guerrero described himself as a penal lawyer and writer on constitutional and penal matters. He criticized the large number of active judges that had applied for positions in the Constitutional Court.<\/p>\n\n\n\n

He went further and then stated that the National Council of the Magistracy, member judge Luis Henry Molina, had been appointed to the position of president of the Supreme Court of Justice in violation of the Constitution. <\/p>\n\n\n\n

The appointment of Luis Henry Molina to Supreme Court of Justice president was criticized at the time because he was a very active political campaigner for former President Danilo Medina.<\/p>\n\n\n\n

The moderator, Vice President Raquel Pe\u00f1a, then cut Rosario Guerrero short and said he was mistaking the time and place for his complaint and that he should keep to presenting his credentials and await questioning.<\/p>\n\n\n\n
