The scam operated under the Investor Winner firm umbrella. People were talked into depositing more than RD$3 billion before the scam was stopped by the authorities.<\/p>\n\n\n\n<p>On Wednesday, 4 June 2024, raids involving more than a hundred police officers, prosecutors and special units participated, were carried out in La Altagracia (Higuey and Punta Cana), Santo Domingo, Azua, Dajab\u00f3n and the National District. In these operations, people were arrested and evidence related to the investigation was seized.<\/p>\n\n\n\n<p>The network used social media to attract and deceive victims who were promised unusually high returns. The potential clients were offered promises of extraordinary profits, higher than those handled by legitimate financial instruments. <\/p>\n\n\n\n<p>The defendants had their victims convinced they were making a legitimate investment. They created companies to capture funds when they did not have the corresponding permits or registrations as required by the Superintendency of Banks or the Superintendency of Securities.<\/p>\n\n\n\n<p>The funds were attracted by levels, using dozens of secondary and tertiary companies, which supposedly channeled the investments to the main company. However, there is no evidence of the investments being placed with the supposed broker, since the actual placement is less than 15% of what was collected.<\/p>\n\n\n\n<p>The defendants made interest payments with the capital of new investors, instead of using the money derived from the supposed real investments.<\/p>\n\n\n\n<p>In addition, they used the collected funds to pay the investors who joined before, in order to show an apparent financial solidity through false statements and manipulated financial reports that suggested that the business was generating legitimate and solid profits.<\/p>\n\n\n\n<p>To contaminate the investigation and hide their tracks, the defendants transferred the shares of the companies once the scheme collapsed and disappeared from their usual homes, moving from Hig\u00fcey to Dajab\u00f3n or Azua.
