The appointment is effective 26 February 2025.<\/p>\n\n\n\n<p>Olivares is a graduate in law from the UASD state university. He has a masters in Constitutional Law from the PUCMM and the Castilla La Mancha university in Spain.<\/p>\n\n\n\n<p>From 2006 to 2016 he served as a member of the Central Electoral Board (JCE) and in recent years has been spokesperson for former President Hip\u00f3lito Mej\u00eda.
