The Haiti Presidential Transitional Council is fostering advances toward the passing of a new Constitution in Haiti that would enable governance, Haiti Libre reports. <\/p>\n\n\n\n

Not everyone is happy about the effort. The Haiti Times reports on some of the controversies that surround this effort. Haiti Times writes:<\/p>\n\n\n\n

\u201cAs Haiti marks the 38th anniversary of its 1987 Constitution on March 29, a proposed referendum to amend the document is generating controversy. While proponents argue that constitutional reform is needed to address governance challenges, critics say the process is illegitimate, violates the Constitution itself and could further destabilize the country.<\/p>\n\n\n\n

\u201cThe referendum is moving forward despite legal challenges, a worsening security crisis, and historically low voter turnout in Haiti. Millions displaced by gang violence have lost their voter IDs, while many others remain uninformed about the initiative.\u201d<\/p>\n\n\n\n

One of the main problems of Haiti is the clashes between the President and the Prime Minister given the roles entrusted to these in the 1987 Constitution. The President names the Prime Minister, but only the Parliament can fire him.<\/p>\n\n\n\n

The late Haitian President Jovenel Moise fostered constitutional reform arguing the present constitution made Haiti ungovernable.<\/p>\n\n\n\n
