The National Institute for Ground Traffic and Transportation (Intrant) warns new anti-congestion and safety measures are ready to go into effect on 1 July 2025. Drivers whose vehicles are towed away because they were illegally, poorly, or dangerously parked, will be responsible for the towing costs as well as the parking fees at the Intrant yard. And the Intrant says Digesett is serious about penalizing for left turns on restricted intersections. <\/p>\n\n\n\n

All this is part of the new \u201cRD Is Moving\u201d program set up by the Intrant and other agencies as a way to reduce traffic jams throughout the city of Santo Domingo as well as the National District.<\/p>\n\n\n\n

Interestingly enough, this information was provided not by an officer of Intrant, but rather by a spokesperson for the Banreservas Trust, Shyam David Fernandez, noted those parking where they shouldn\u2019t face a fine of RD$1,000 in addition to the towing and parking fees. The Banreservas Trust is part of the new DR Is Moving effort.<\/p>\n\n\n\n

Interestingly enough, Fernandez explained to the people at the Listin Diario Breakfast that it is not the same thing to get a fine for using a cellphone while driving, since there are no costs involved.<\/p>\n\n\n\n

However, removing a parked vehicle is a different matter since a tow truck costs thousands of pesos, and it will have to travel several kilometers, and terrain will be needed to park the vehicles. Right now, for the National District, the parking lot for towed vehicles will be located between Dr. Defillo Street and Winston Churchill, near Av. 27 de Febrero.<\/p>\n\n\n\n

Left turn restrictions<\/p>\n\n\n\n

For years no parking signs, and no left turn signs have been up with no consequences. Intrant has hopes its new plan will get local drivers to comply with signage and improve safety and the flow of vehicles.
Igor Costa, a representative of Imtraff\u2014the firm responsible for designing the plan\u2014told List\u00edn Diario that eliminating left turns at more than 14 intersections is expected to reduce travel times by at least 20% and significantly improve traffic management.<\/p>\n\n\n\n

Phased in measures
The first stage begins with restrictions on left turns and traffic flow at several critical intersections:
\u2022 Lope de Vega Avenue with Padre Fantino Falco and Max Henr\u00edquez Ure\u00f1a street
\u2022 Gustavo Mej\u00eda Ricart avenue<\/p>\n\n\n\n

The second phase will affect Tiradentes Avenue, including its intersections with:
\u2022 Salvador Sturla
\u2022 Carlos S\u00e1nchez
\u2022 Rafael Augusto S\u00e1nchez
\u2022 Frank F\u00e9lix Miranda
\u2022 Roberto Pastoriza<\/p>\n\n\n\n

Subsequent interventions will include:
\u2022 Abraham Lincoln Avenue at V\u00edctor Garrido Puello and Andr\u00e9s Julio Aybar
\u2022 Pedro Livio Cede\u00f1o Avenue at M\u00e1ximo G\u00f3mez
\u2022 Winston Churchill Avenue at Jos\u00e9 Amado Soler Street and Roberto Pastoriza Avenue<\/p>\n\n\n\n

Additionally, left turns will be banned at several high-traffic intersections:
\u2022 N\u00fa\u00f1ez de C\u00e1ceres Avenue with John F. Kennedy and 27 de Febrero
\u2022 Winston Churchill Avenue with 27 de Febrero
\u2022 M\u00e1ximo G\u00f3mez Avenue with John F. Kennedy
\u2022 Abraham Lincoln Avenue with John F. Kennedy and Roberto Pastoriza<\/p>\n\n\n\n

Impact and expectations
Intrant is also introducing several other traffic and safety enhancements:
\u2022 Smart traffic light coordination: Signal cycles will be adjusted according to weekdays and weekends, with optimized timing (110\u2013120 seconds) across 11 strategic corridors.
\u2022 Monitoring and control: All traffic signals will be managed and supervised via a centralized control center.
\u2022 Enhanced surveillance and enforcement:
\u2022 Installation of 2,000 new surveillance cameras, including
\u2022 600 police monitoring cameras
\u2022 Deployment of over 700 new traffic officers to ensure compliance and public safety.<\/p>\n\n\n\n
