The Presidency issued Decree 461-25 on Sunday, 17 August 2025 with numerous key appointments in government. These are:<\/p>\n\n\n\n

Leonardo Aguilera Batista has been appointed the new executive president of Banreservas, the government commercial bank. Since 2020, Aguilera had been the president of the board of Refidomsa. An economic advisor and political consultant with more than three decades of experience, he is the founding president of the Cibao Economic Center (CEC), one of the most reputable polling companies in the Dominican Republic. Aguilera has consulted in the Dominican Republic, Mexico, Haiti, and El Salvador, and is the author of several books on economics and politics.<\/p>\n\n\n\n

Samuel Pereyra Rojas has been named the president of the board of directors of the Dominican Petroleum Refinery (Refidomsa). Since the start of the Abinader administration in August 2020, Pereyra had served as the executive president of the Reserve Bank of the Dominican Republic (Banreservas). An attorney by trade, he graduated from the Pontificia Universidad Cat\u00f3lica Madre y Maestra and holds a specialization in Commercial Law from the Panth\u00e9on-Assas University in Paris. His career has focused on corporate law, telecommunications, and foreign investment litigation. Pereyra also served as the finance director for Abinader’s presidential campaign and is a founding member of the Modern Revolutionary Party (PRM).<\/p>\n\n\n\n

Edward Rafael Guzm\u00e1n Padilla has been appointed as the new executive director of the National Health Insurance (SeNaSa). He brings a background in public administration and social policy, having held leadership roles in health and social security.<\/p>\n\n\n\n

Engineer On\u00e9ximo Antonio Gonz\u00e1lez is the new executive vice president of the Metropolitan Bus Services Operator (OMSA). Gonz\u00e1lez is known for his work in modernizing public transportation.<\/p>\n\n\n\n

Rafael Adolfo P\u00e9rez de Le\u00f3n has been named the new executive director of the National Institute of Student Welfare (Inabie). He has experience in social programs and the management of school feeding programs. In recent years, Inabie has been in the media for irregularities in public contracting. Former incumbent Victor Castro had been in the position since 2021.<\/p>\n\n\n\n

The Presidency also made several changes in its communications team: <\/p>\n\n\n\n

\u2022 F\u00e9lix Antonio Reyna Echevarr\u00eda has been named director of the Government Strategy and Communication Department (Diecom). A seasoned communicator, he has previously served as an institutional spokesperson for various government agencies.
\u2022 Carlos Alberto Caminero S\u00e1nchez is the new head of the Presidential Press Directorate. Caminero is a veteran journalist with extensive experience in national and international media, specializing in political communication and government affairs.
\u2022 Abel Jos\u00e9 Guzm\u00e1n Then will serve as the deputy director of Diecom. A journalist and political analyst, he has worked as an editor and columnist for national newspapers.
\u2022 Communicator Kenia Xiomara Guante Valdez will assume the role of vice minister of Innovation, Transparency, and Citizen Services within the Administrative Ministry of the Presidency.<\/p>\n\n\n\n

The Presidency has yet to name new heads for the departments of PromeseCal, the Ministry of Education\u2019s Public School Transport System (TRAE), the National Social Security Council (CNSS) and the National Aging Council (Conape).<\/p>\n\n\n\n

Not named to new positions are: V\u00edctor Castro, formerly of Inabie; Santiago Hazim, formerly of SeNaSa; Homero Figueroa, former spokesperson for the Presidency; Daniel Garc\u00eda Archivald, former Presidency press director; Jos\u00e9 Altagracia Gonz\u00e1lez, former director of OMSA; Jos\u00e9 Garc\u00eda Ram\u00edrez, former director of Conape); and former vice minister of the Presidency Juan Garrig\u00f3 Mej\u00eda. Garrig\u00f3 Mej\u00eda is the son of National District Mayor Carolina Mej\u00eda who seeks to be the PRM presidential candidate in 2028 presidential election. <\/p>\n\n\n\n
