The Economic and Social Council (CES) has presented President Luis Abinader with its final report with recommendations on how to deal with the Haitian crisis and its implications for the Dominican Republic. The consolidated document, the result of a six-table dialogue involving a wide range of national sectors, was handed over at the Presidential Palace on Tuesday, 9 September 2025.<\/p>\n\n\n\n

The report, titled Final Consolidated Report of the Dialogue on the Haitian Crisis and its Implications for the Dominican Republic, emerged from discussions among representatives from the social, labor, business, and organized civil society sectors, as well as delegates from the President’s office and the three former Presidents.<\/p>\n\n\n\n

Rafael Toribio, president of the CES, led the delegation that formally delivered a physical copy and a USB drive containing the report and the final minutes of the six thematic working groups.<\/p>\n\n\n\n

“With deep pride, I share the immense satisfaction of a duty fulfilled,” Toribio stated in a letter to the President. He highlighted the “plural, democratic, and strategic” framework of the dialogue, which focused on six key areas: Migration, Bilateral Trade, Development of Border Communities, National Security, International Relations, and Labor Issues.<\/p>\n\n\n\n

The report includes 26 lines of action and a total of 151 proposals that consolidate the agreements reached during the process.<\/p>\n\n\n\n

President Abinader praised the “concerted effort and commitment” of the national sectors to provide “responsible solutions” to the ongoing situation in Haiti.<\/p>\n\n\n\n

The report’s contents will be made public on Tuesday, 16 September at 2pm, following its delivery to three former living Presidents who have been participating in the discussions. The CES has scheduled the following presentations:
\u2022 Wednesday, 10 September: Former President Danilo Medina
\u2022 Thursday, 11 September: Former President Hip\u00f3lito Mej\u00eda
\u2022 Tuesday, 16 September: Former President Leonel Fern\u00e1ndez<\/p>\n\n\n\n

This dialogue process, coordinated by the CES, brought together stakeholders from the business, labor, social, and academic sectors, reinforcing the importance of a national consensus on one of the country’s most significant foreign policy and national security challenges.<\/p>\n\n\n\n

The delivery ceremony was attended by several government officials, including Minister of the Presidency Jos\u00e9 Ignacio Paliza, Minister of Interior and Police Faride Raful, and Minister of Defense General Carlos Fern\u00e1ndez Onofre. Also present were key representatives from the CES and various national sectors.<\/p>\n\n\n\n

By completing this process, the CES has fulfilled its role as an “institutionalized, plural space” to channel proposals aimed at strengthening the country’s democracy, governance, and sovereignty.<\/p>\n\n\n\n
