After a delay of more than a month, the National Council of the Magistracy (CNM) has published the minutes of its evaluation meetings on its official website, detailing the rationale behind the controversial decision, Diario Libre reports. The documents provide a comprehensive look at the process used to assess the performances in the three cases of judges that were not confirmed. <\/p>\n\n\n\n

President Luis Abinader used his deciding vote to untie the National Council of the Magistracy (CNM) in the cases of Pilar Jimenez Ortiz and Moises Ferrer Landron who sought to be confirmed for a second term. Performance considerations were cited.<\/p>\n\n\n\n

There was a vote of six against and two in favor in the case of Manuel Alexis Read Ortiz who had only two years to reach retirement age of 75 years and for this reason was not confirmed for another seven years in the position.<\/p>\n\n\n\n

The selection process for 16 of 17 Supreme Court of Justice judges continues. The non-confirmation of these three judges, along with existing vacancies (such as the one left by Napole\u00f3n Est\u00e9vez Lavandier), are part of the call for applicants to fill positions on both the Supreme Court of Justice and the Supreme Electoral Court (TSE).<\/p>\n\n\n\n

The CNM is a constitutionally mandated body responsible for the appointment and evaluation of judges in the high courts. Its current members include:
\u2022 President Luis Abinader (who presides over the Council)
\u2022 Ricardo de los Santos, president of the Senate
\u2022 Omar Fern\u00e1ndez, senator representing the second majority party
\u2022 Alfredo Pacheco, president of the Chamber of Deputies
\u2022 Tob\u00edas Crespo, deputy representing the second majority party
\u2022 Luis Henry Molina, president of the Supreme Court of Justice
\u2022 Nancy Salcedo Fern\u00e1nde, Supreme Court judge
\u2022 Napole\u00f3n Est\u00e9vez Lavandier, president of the Constitutional Court (The Attorney General of the Republic<\/p>\n\n\n\n
