The Center for Emergency Operations (COE) says that San Jose de Ocoa and Barahona continue under emergency conditions, with school classes yet to resume because of the continuing rains and flooding threat and need for repairs.

The official report from the Weather Institute (Indomet) is for the trough system to continue to trigger rain, but the system is gradually moving off the island.

As of the morning of 4 November 2025, only four provinces continue under a green weather alert. These are Monte Plata, Peravia, San Cristobal and Barahona for saturation of the ground.

Indomet in its forecast for 4 November states that the Dominican Republic is bracing for a period of unsettled weather as a persistent trough system blankets the territory, promising a mix of scattered showers and intense afternoon thunderstorms across numerous provinces.

Morning outlook (Tuesday):
• The day will begin with isolated rain showers primarily affecting the northeast region and the Cibao Valley.
• These localized events are a result of moisture being transported by the prevailing east/northeast wind.

Afternoon and evening forecast (Tuesday):
• The peak of the activity is anticipated from the afternoon through the early evening.
• The combination of the trough and the daytime heating cycle (diurnal effect) will lead to significant cloud buildup.
• This will trigger heavy downpours in some areas, accompanied by thunderstorms and gusts of wind.

Provinces that could receive rain (Tuesday): The most affected provinces are expected to include: San Pedro de Macorís, Hato Mayor, El Seibo, Monte Plata, Sánchez Ramírez, Duarte, La Vega, Monseñor Nouel, San Cristóbal, San José de Ocoa, María Trinidad Sánchez, Hermanas Mirabal, Espaillat, Puerto Plata, Santiago, Azua, San Juan, Independencia, Baoruco, Elías Piña, Dajabón, Santiago Rodríguez, Valverde, and El Gran Santo Domingo.

While the trough will remain over the country on Wednesday, its impact is expected to be somewhat subdued. A decrease in atmospheric moisture will limit rainfall.

Morning outlook (Wednesday):
• The morning hours should see scattered clouds and minimal precipitation.

Afternoon and evening forecast (Wednesday):
• Isolated increases in cloud cover and subsequent rainfall are still projected for the afternoon and early night.

Provinces with expected showers (Wednesday): San Pedro de Macorís, Monte Plata, La Vega, Monseñor Nouel, San Cristóbal, San José de Ocoa, Santiago, Azua, San Juan, Independencia, Baoruco, Elías Piña, Dajabón, and El Gran Santo Domingo.

National District: Cloudy conditions are expected in the afternoon, with heavy, intermittent rain showers, thunderstorms, and the possibility of wind gusts.

Read more in Spanish:

Indomet
El Nacional
El Nacional
Listin Diario

4 November 2025

Weather conditions are expected to improve this week after the passing of Tropical Storm Melissa and the follow-up tropical wave and trough that brought more intense rains.
