President Luis Abinader has appointed Pedro Porfirio Urrutia Sangiovanni as the new director general of the Tax Agency (DGII).<\/p>\n\n\n\n

A Certified Public Accountant with a master’s degree in Tax Law and Tax Advice, Urrutia Sangiovanni is a founding partner of the firm Moore ULA. His background includes participation in the drafting and revision of legal frameworks related to the country\u2019s tax and corporate systems.<\/p>\n\n\n\n

The appointment, formalized Tuesday, 6 January 2026, via Decree 2-26, marks Urrutia\u2019s first foray into a cabinet-level position. He succeeds Luis Valdez Veras, who had led the agency since August 2020 through a period of significant digital transition.<\/p>\n\n\n\n

While Urrutia is a fresh face in the halls of public administration, he is a heavyweight in the private sector, regarded as a highly rated tax advisor and Certified Public Accountant.<\/p>\n\n\n\n

His career has been defined by his role as a bridge between complex fiscal policy and business operations.<\/p>\n\n\n\n

Urrutia\u2019s influence on the Dominican Republic\u2019s economic landscape predates his official appointment. He has spent years serving as a technical advisor for the drafting of cornerstone national laws on tourism development, corporate structure and fiscal transparency. These include the Tourism Incentive Law (No. 158-01), the General Law of Commercial Societies (No. 478-08), and the Asset Transparency and Revaluation Law (No. 46-20).<\/p>\n\n\n\n

Urrutia\u2019s transition from advising private businesses to managing the state\u2019s tax coffers comes at a pivotal time. As a specialist in auditing, outsourcing, and tax litigation, his appointment suggests the administration is prioritizing technical precision and the strengthening of the tax code.<\/p>\n\n\n\n
