The Ministry of Environment has officially inaugurated the 2026 Humpback Whale-Watching Season. The launch was marked by the signing of an inter-institutional management agreement designed to strengthen control, regulation, and shared responsibility for the protection of whales in Saman\u00e1 Bay and the Silver and Navidad Bank marine mammal sanctuaries.<\/p>\n\n\n\n

The initiative coordinates efforts between public institutions, local authorities, environmental organizations, and authorized tour operators, the Ministry of Environment explains in a press release. The primary goal is to ensure that whale watching is conducted in an orderly fashion that prioritizes both the safety of tourists and the preservation of the marine sanctuary.<\/p>\n\n\n\n

Environment Minister Pa\u00edno Henr\u00edquez emphasized that this agreement enhances the state’s ability to regulate the activity under strict conservation criteria. The Ministry of Environment reaffirms its commitment to protect the country’s natural marine heritage while supporting the local eco-tourism economy.<\/p>\n\n\n\n

“Responsible whale watching is not just a conservation activity; it is a powerful tool for environmental education,” Henr\u00edquez stated. “When people experience these encounters, it strengthens awareness regarding our protected areas and promotes a sustainable development model that benefits both biodiversity and local communities.”<\/p>\n\n\n\n

Key measures for 2026
Throughout the season, specific monitoring and tracking actions will be implemented, including:
\u2022 Compliance supervision: Ensuring all activities align with the Sanctuary Management Plan.
\u2022 Scientific research: Strengthening the collection of data regarding humpback whale behavior.
\u2022 Digital permitting: For the first time, 46 environmental authorizations (43 for Saman\u00e1 and 3 for Puerto Plata) are being processed through an automated digital system to increase transparency and efficiency.<\/p>\n\n\n\n

Carlos Augusto Batista, Vice Minister of Protected Areas and Biodiversity, noted that the return of these “majestic giants” to Dominican waters each year is a testament to the effective management of the Caribbean’s largest protected area.<\/p>\n\n\n\n

Honoring a pioneer
During the ceremony, a posthumous tribute was paid to Kim Beddall, a pioneer of responsible whale watching in Saman\u00e1. She was recognized for her lifelong dedication to marine conservation and her lasting legacy in protecting the species.<\/p>\n\n\n\n

The newly signed agreement establishes the Marine Mammal Sanctuary Management Committee. This body will assist the Ministry in:
\u2022 Planning, supervising, and evaluating the season.
\u2022 Inspecting vessels and training captains.
\u2022 Overseeing scientific monitoring and technical reporting.<\/p>\n\n\n\n
