The OPRET is replaced by the EMT (Empresa de Mantenimiento de Transporte). The EMT is in charge of handling the operation and maintenance of all mass-transit equipment. In the restructuring the building of transport infrastructure, such as new rail, metro, or cable car facilities, falls under the care of the FITRAM (the Mass Transit System Development Trust).<\/p>\n\n\n\n<p>These decrees come on the heels of the announcement of a US$900 million proposal for a new monorail system in Santo Domingo. The proposal is to create 11 kilometers of a monorail system that will travel from the Juan Pablo Duarte Olympic Center all the way to the King Juan Carlos Bridge at the Las Americas Highway in East Santo Domingo. This system, with 13 stations, would reduce travel time from at least one hour to just 18 minutes, according to Jose Ignacio Paliza, in his remarks at the Pontifical Catholic University Madre y Maestra (PUCMM) last week when participating in the Integrate Transportation System Seminar at the university.<\/p>\n\n\n\n<p>The announcement comes at a time when the government mass transit and roadworks, such as the Line 2C of the Metro and the Km. 9 roadworks still evidence delays in their completion. President Luis Abinader had announced the Santo Domingo Metro Line 2C would be open to the general public on 27 February 2026, but this does not seem to be forthcoming on that date. The Line 2C was initiated in July 2021 and announced at the time to be operational in 22 months. In 2025, President Luis Abinader had announced the 7.3 km and five stations of Line 2C would enter into operation in February 2026. There is no new date for the entering into operation of the Line 2C.<\/p>\n\n\n\n<p>The new announcement of the monorail system by Minister of the Presidency Jose Ignacio Paliza is that the US$900 million transport project would not involve major relocations or require government purchase of properties for the right-of-way.<\/p>\n\n\n\n<p>Paliza noted that the US$900 million project would not involve major relocations or the government purchase of many properties for the right-of-way. Paliza said the tender for the construction will be closed on 25 March 2026. This version of a monorail system appears to be much more ambitious than the one currently under construction in Santiago de los Caballeros. Jhael Isa Tavarez, the current head of the soon-to-be-replaced OPRET, told reporters that this new system would have a too speed of between 60 to 80 kilometers per hour and each train car would have a capacity of 525 passengers, and even up to 750 passengers per car.
