President Luis Abinader arrived in Paris on Monday night, 23 March 2026, for an official visit focused on anti-corruption leadership and high-level bilateral diplomacy with French President Emmanuel Macron.<\/p>\n\n\n\n

The centerpiece of the visit is the OECD Global Anti-Corruption & Integrity Forum, where the Dominican Republic is increasingly positioned as a regional leader in transparency.<\/p>\n\n\n\n

According to the Transparency International 2025 Corruption Perceptions Index (CPI), the Dominican Republic reached a score of 37\/100, ranking 99th out of 182 countries, marking its fourth consecutive year of improvement.<\/p>\n\n\n\n

Institutional strengthening with the OECD
During the summit, President Abinader will sign a Memorandum of Understanding (MoU) with the Organisation for Economic Co-operation and Development (OECD). This agreement, facilitated by Secretary-General Mathias Cormann, aims to align Dominican public policies with international standards of governance and fiscal transparency.<\/p>\n\n\n\n

Key upcoming milestones discussed include:
\u2022 June 2026 Summit: President Abinader has been invited to the 18th International Economic Forum on Latin America and the Caribbean on 2 June 2026.
\u2022 10th Anniversary: The event coincides with the 10th anniversary of the OECD Regional Programme for LAC, highlighting the country\u2019s role in the organization\u2019s “Agenda 2026” for regional investment.
\u2022 Global Hosting: Notably, the Dominican Republic is slated to host the 22nd International Anti-Corruption Conference (IACC) in Punta Cana from 1\u20134 December 2026.<\/p>\n\n\n\n

High-level diplomatic and economic agenda
The President\u2019s schedule balances institutional reform with aggressive investment promotion:
\u2022 Bilateral relations: A private meeting with Emmanuel Macron will focus on strengthening the historic partnership between Santo Domingo and Paris, followed by an engagement with the Dominican diaspora in France.
\u2022 Economic ties: On Wednesday, 25 March 2026, Abinader will lead a breakfast for French business leaders. The objective is to attract capital to strategic sectors such as renewable energy, logistics, infrastructure, and the semiconductor industry, the latter of which was the subject of a recent OECD enabling environment review in March 2026.
\u2022 The MoU and mining: The Memorandum of Understanding (MoU) signed in Paris includes technical support for Base Erosion and Profit Shifting (BEPS), a program run jointly by the OECD and the IGF to help countries like the DR ensure mining companies pay their fair share of taxes locally.
\u2022 Working Sessions: Consultations with OECD Secretary-General Mathias Cormann and civil rights advocate Aidan Eyakuze will address the “Integrity Advantage,” the theory that strong anti-corruption measures directly correlate to higher investor confidence and GDP growth.<\/p>\n\n\n\n
