The request, filed on 11 February 2026, aimed to confirm the existence of administrative records without requesting sensitive personal data.<\/p>\n\n\n\n<p>In its official refusal, the DGM argued that the requested information is private. The agency cited Article 44 of the Dominican Constitution, alongside Law 200-04 on Free Access to Public Information and Law 172-13 on Data Protection. According to the DGM, disclosing even the existence of an administrative file would violate the privacy rights of the individual in question.<\/p>\n\n\n\n<p>Context of the inquiry<br>The denial comes amid heightened public scrutiny regarding the traceability of official flights and the naturalization procedures for foreign nationals within Dominican territory. Recent reports have highlighted significant hurdles in obtaining transparent data concerning passengers on aircraft categorized as &#8220;VIP transport.&#8221; These transparency requests are intended to cross-reference international movements with official local records.<\/p>\n\n\n\n<p>Next steps for transparency<br>Under current Dominican law, administrative decisions of this nature can be appealed through legal recourse. This process would determine if the DGM\u2019s application of confidentiality is proportional or if it hinders the public\u2019s right to information.
