The Central Electoral Board (JCE) has officially launched the international phase of its identity document renewal process. Mar\u00eda Isabel Castillo B\u00e1ez, the Dominican ambassador to the United States. She became the first citizen residing abroad to receive the new biometric ID card (c\u00e9dula) during a focused rollout in Washington, D.C., as reported in N Digital.<\/p>\n\n\n\n

The handover was part of a high-level working mission led by JCE President Rom\u00e1n Andr\u00e9s J\u00e1quez Liranzo, accompanied by JCE board member and Overseas Vote coordinator Hirayda Marcelle Fern\u00e1ndez Guzm\u00e1n, and Overseas Vote director Well Sep\u00falveda.<\/p>\n\n\n\n

Upon receiving the document, Ambassador Castillo B\u00e1ez emphasized that the new card adheres to rigorous international security standards and serves as a vital link between the diaspora and their homeland.<\/p>\n\n\n\n

Targeted distribution in the Northeast
The JCE commission extended its agenda to New York and New Jersey, delivering the updated documents to key diplomatic and political figures as part of a “focused stage” designed to test logistics before the mass rollout. Notable recipients included:
\u2022 Mayerlin Roseiby Cordero D\u00edaz: Ambassador to the Organization of American States (OAS).
\u2022 Ana Idalia del Rosario Castellano: Alternate Ambassador to the OAS.
\u2022 Jes\u00fas V\u00e1squez Mart\u00ednez: Consul General in New York.
\u2022 Jos\u00e9 Santana Suriel: Consul General in New Jersey.<\/p>\n\n\n\n

The new ID standards
The transition to the new identity card is more than a cosmetic update. According to the JCE, the renewal includes a rigorous purification of the Civil Registry and the Electoral Roll. This process is intended to strengthen the integrity of the Dominican diaspora’s electoral data and ensure that the biometrics meet modern global travel and security requirements.<\/p>\n\n\n\n

Key features of the process include:
\u2022 Enhanced security: The card utilizes advanced polycarbonate materials and embedded chips to prevent forging.
\u2022 Logistical efficiency: Unlike previous iterations, the JCE is implementing a mandatory appointment system to manage the high volume of applicants in major hubs like New York and Madrid.
\u2022 Full launch: While current deliveries are focused on officials and specific pilot groups, the JCE confirmed that 20 May 2026 marks the formal start of full-scale operations for all citizens abroad.<\/p>\n\n\n\n

How to apply
Dominican citizens living overseas can now schedule their appointments through the official JCE portal. The JCE clarified that, for the diaspora, appointments can be made regardless of the applicant’s month of birth, a departure from some previous domestic rollout strategies.<\/p>\n\n\n\n
