The Ministry of Interior and Police announced on Wednesday, 13 May 2026, that Haitian national Dimitri Albert Edouard Vorbe is barred from entering the Dominican Republic. The decision reinforces the government\u2019s stance that it will not accept Haitian citizens under the recently signed Third Country National (TCN) relocation agreement with the United States.<\/p>\n\n\n\n

According to a statement released by the Ministry via social media, Vorbe has been subject to an active entry ban since 13 October 2025. The restriction was issued based on a notification from the National Intelligence Agency (DNI) and executed by the General Migration Agency (DGM).<\/p>\n\n\n\n

The Minister of Interior and Police, Faride Raful, confirmed the measure, stating:<\/p>\n\n\n\n

“The Haitian citizen Dimitri Edouard Vorbe will not enter Dominican territory. He maintains a current entry impediment\u2026 in accordance with the notification from the DNI.”<\/p>\n\n\n\n

Deportation conflict and US allegations
The Ministry\u2019s reaction follows reports that US authorities had authorized Vorbe\u2019s deportation to the Dominican Republic. Vorbe, a prominent Haitian businessman, had been held in the custody of US Immigration and Customs Enforcement (ICE) at the Krome North Service Processing Center in Miami.<\/p>\n\n\n\n

US court documents and a memorandum attributed to the US Secretary of State alleged that Vorbe posed a risk to foreign policy. The US government claimed Vorbe participated in activities linked to violence and the support of gangs in Haiti, which contributed to the nation\u2019s ongoing destabilization.<\/p>\n\n\n\n

Legal background
Vorbe\u2019s defense team has vehemently denied these allegations, asserting that he has no criminal record in either Haiti or the United States. Despite holding Temporary Protected Status (TPS) and having a pending application for permanent residency sponsored by his son, a US citizen, Vorbe was arrested by ICE in September 2025.<\/p>\n\n\n\n

A federal court in the Southern District of Florida recently rejected his petition for a writ of habeas corpus, clearing the way for US authorities to attempt his removal to Dominican soil.<\/p>\n\n\n\n

The Third Country National context
The case surfaces amid heightening tensions regarding a bilateral migration agreement between Washington and Santo Domingo. While the US has looked to the Dominican Republic as a transit point for third-country nationals, the Ministry of Foreign Relations (Mirex) has repeatedly clarified that the Dominican Republic will not accept Haitian nationals under this temporary detention and processing framework.<\/p>\n\n\n\n

As reported, the Dominican government would be using this case to reiterate that while they have a migration arrangement with the United States regarding third-country nationals, the country will not accept Haitian nationals under that specific agreement.<\/p>\n\n\n\n
