Academies providing housing, meals, or transportation must guarantee adequate living conditions, proper nutrition, qualified personnel, and dignified treatment.<br>The decree enforces strict protections for minors, mandating formal written consent from parents or legal guardians for designated activities. It strictly prohibits abusive recruitment practices, exploitation, harassment, discrimination, negligence, overtraining, and school abandonment, ensuring that sports development does not compromise education, rest, or health.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Enforcement, disputes, and implementation The Commissioner\u2019s Office is empowered to conduct facility inspections, process formal complaints, demand corrective actions, and apply preventive administrative measures in cases of imminent risk to safety or rights. All actions must respect due process, proportionality, legal defense rights, and personal data confidentiality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decree also promotes inter-institutional coordination, statistical tracking, and alternative dispute resolution through conciliation, mediation, or arbitration.
