She says this sets a precedent and the same could be applied it to other laws.<\/p>\n<p> &#8220;In essence, what the sentence says is that all the laws that exist before the present Constitution can be violated and nothing will happen, because the 2010 Constitution does not include a mention for them. The judges ruled that Law 66-97 does not have constitutional ranking and Congress can approve the 2011 budget without the restrictions established in Article 197 of the Constitution because the article mentions a law that would be passed in the future, and Law 66-97 dates back to 1997.<\/p>\n<p> The recourse was presented by the Coalition for Dignified Education.
