This is about 13% of the Dominican Republic&#8217;s population. In the 2002 Census, the percentage of people who were illiterate was placed at 16%. The province of Pedernales has the largest percentage of illiteracy at 29%, followed by Elias Pina at 20%. Both of these provinces border with Haiti.
