El Caribe newspaper has received reports from families that have had to cover the treatment of their newborn babies who were diagnosed with catastrophic illnesses at birth. Some complained of the very limited coverage for these cases and the medical centers as well as the health insurance providers would only say that the regulations on Family Health Insurance and the Basic Health Plan establish a minimum of payments for coverage and treatment of these high-cost illnesses. Apparently Article 29 of the Basic Plan says that a person must have been paying into the system for at least a year in order to have access the treatment for these high-cost illnesses.
