Nelsida Marmolejos, head of the Management and Defense of Affiliates (Dida) has said that although the practice is illegal, it is on the increase.<\/p>\n<p> Hidalgo said that they are working on a project that will check how much patients are being charged when they arrive in the Emergency Room in a serious condition. The practice of charging patients there is against the law and is unacceptable, he said.<\/p>\n<p> Doctor Rafael Mena, president of the National Association of Private Clinics (Andeclip), said that their member clinics neither charged for emergencies nor rejected patients. He said that if a patient arrived in a serious condition they are stabilized and if they cannot pay then they are sent to a public hospital.
