The well-respected 61-year old Guiliani will replace resigning Angel Lockward, the most controversial and criticized Mejia cabinet officer. Guiliani opposed Lockward&#146;s decision to pass on to consumers a 20% increase in power bills. He felt the decision would only lead to increased inflation and social problems. He presided over a presidential commission that made suggestions for other ways at reducing the high cost of power generation for the country.
