The coordinator of the Commission to Support the Reform and Modernization of Justice, Aura Celeste Fernández says that the jails of the DR are schools that turn out big time criminals and drug traffickers. She called for a drastic increase in the budget of the jails, so these can rehabilitate criminals and not create them.
