The two main opposition parties, the PLD and the PRSC,
\nhave attacked plans for the PPH (Proyecto Presidencial Hip?lito ? the internal
\nPRD campaign promoting the President?s re-election) to manage the US$100 million
\ndestined for social programs and funded by multilateral organizations. There has
\nbeen much criticism in recent days that PPH control of state funds would
\ninvariably be aimed at furthering their re-electionist agenda at the expense of
