The term comes from his surname &#8220;Gerry&#8221; and the word &#8220;salamander&#8221;, and means to divide a state or country so as to give one party special electoral advantages.<br \/>\nHoy reports that the Dominican Congress has created 21 municipalities and 65 municipal districts over the past few years, and many projected creations are still in the legislature. These formations create new bureaucracies that can be of use to the party in power, as part of the political patronage needed to win elections.
