Speaking at a business lunch yesterday, former JCE president Juan Sully Bonnelly branded the proposed law &#8220;barbaric&#8221;, &#8220;divisive&#8221; and &#8220;anti-democratic&#8221;, saying that there was no time for any such reform to be implemented in any case.
