The Foundation for Institutionalism and Justice (FINJUS) says that the main constitution experts in the country agree that a referendum is not necessary to reform the Constitution and allow consecutive re-election. <\/p>\n
According to executive vice president Julio Cesar Castanos Guzman they also said that the law that is needed to convene constitutional reform was not an organic law.<\/p>\n
He said that they thought that the Constitutional Court should decide on the debate about the referendum and the law.<\/p>\n
Former President Leonel Fernandez, who is president of the ruling PLD party, conditioned his approval of the change to the 2010 Constitution to reinstate presidential consecutive re-election to the celebrating of a national referendum to ask the people if they are in agreement. The referendum is estimated to cost upwards of RD$800 million. <\/p>\n
