A report in El Caribe focuses on the way that the Medina administration has created 12 new government departments with budget allocations of more than RD$4 billion in the 2016 National Budget. <\/p>\n
Just five n the Public Defender, 911 Emergency System, Ministry of Energy and Mines, Banca Solidaria (allocated RD$500 million for financing micro and small business) and Bandex (the government export bank) will require RD$4.09 billion in 2016. <\/p>\n
Economist Pavel Isa Contreras says that Medina has changed very little the government organizational structure and there is still duplication of roles and lack of efficiency in government. <\/p>\n
The Defensoria del Pueblo, the Public Defender office: 50 employees and RD$150 million budget. <\/p>\n
The Instituto Nacional de Migracion, the National Institute of Migration (INM-RD) has received RD$52 million in 2015. <\/p>\n
The Department of Ethics and Government Integrity (Digeig) was also created under the Medina Presidency.<\/p>\n
Other departments were the:<\/p>\n
Direccion General de Comunicacion, the General Directorate of Communications (Dicom) for the government communications strategy. <\/p>\n
Direccion General de Programas Especiales de la Presidencia (Digepep) for the Quisqueya Aprende Contigo, Quisqueya Empieza Contigo, and Quisqueya Somos Todos programs to reduce poverty and social exclusion. <\/p>\n
Other new government offices are the Instituto Nacional de Atencion Integral a la Primera Infancia (Inaipi) under the Ministry of Education. <\/p>\n
The 911 Emergency System began operations in May 2014 with initial budget of RD$2 billion and 9,000 employees. For 2016, it has been assigned RD$1.18 billion. <\/p>\n
The Centro de Atencion Integral para la Discapacidad (CAID) under the First Lady Office was created in 2013. The first center for children with disabilities was built with a US$2 million donation from Taiwan. <\/p>\n
The Ministry of Energy and Mines began in 2014 and has a RD$1.27 billion budget. <\/p>\n
Another new entity is the Instituto del Dominicano en el Exterior (Index) that began operations with its first office in Puerto Rico of a total of three scheduled to be set up. Foreign Minister Andres Navarro says the Index will be a dependency of the Ministry of Foreign Relations that in 2016 has been allocated a budget of RD$7.32 billion. <\/p>\n
