Zoning for the area sets a limit of six floors. The newspaper says that Molina is requesting permission to build a 13 floor apartment complex. The newspaper says that alderman Jose Juan Zapata has accused the builder of consistently violating city rules. He said that when the municipal authorities authorized that he build six floors for the construction of his first Laurel I building, he instead built eight.
