The vice president of the Foundation for Institutionality and Justice, Servio Tulio Castanas, in his column in El Caribe today, calls the reading of the 2005 Human Development Report prepared by the United Nations Development Program an obligatory task for all conscientious citizens and especially for those that have tasks of social responsibility. He highlights this is so not only for the content, but because of the serious criticisms brought forth and the rigor with which the report was prepared.<\/p>\n
Castanos Guzman suggested that the document serve as base document for national institutions. He says that it is evident that there has been growth in the country, but the evolution that the nation should have had is not in line with that growth and in some cases there has been an involution that is reflected in the weakness of institutions and lack of education on behalf of the political class, part of the business leadership and part of the citizens.<\/p>\n
