Presidency creates new mass transport unit; seeks public-private alliances

President Luis Abinader announced the new Office for the Development of Urban and Interurban Mobility Projects. The new government entity is in charge of designing, building and developing urban and interurban mass transportation projects, among other roles related to transport.

The Office for the Development of Urban and Interurban Mobility Projects is a division of the Ministry of the Presidency.

The Presidency created the division with Decree 389-21, dated 18 June 2021. The decree had not been released to the general public until 27 July 2021.

The decree says the new office will design, build and develop urban and interurban mass transport projects. It will design, build and develop infrastructures associated to these projects. It will also structure trusts and/or public entities or public-private entities to maintain and commercialize transport systems developed by the office. It will also promote public-private alliances to develop the projects.

The first public-private transport alliance is the Núñez de Cáceres bus route. State of the art buses have been installed by a Conatra-affiliate but at more than double the price of previous government bus transport service on the route and with less frequent stops for users.
