I wonder out loud how could the police chief of DR afford a penthouse in a luxury tower with his salary.

While I am sure I know what you are driving at, and I agree, remember that just like in the US and other countries it is generally the wealthy and privileged who can aspire to top positions in Government, so the salary is not likely to be his sole source of income, legitimate or otherwise.

His legal salary would not pay some people's bar bill. He does get an awful lot of "perks"...all off the books...Hell's Bells! His spokesperson has Gucci eyeglasses, and I cannot afford those!!!

This WOULD be funny if it wasn't so tragic...The current chief is still minor league though compared to the likes of Candelier (former Chief of Police) who owns a villa in Casa de Campo and a house and/or apartment in the capital with its own heliport on the roof. All of that with 30k pesos a month salary.

These guys are all going down. Between Quirino's testimony and Figueroa Agosto's future testimony (Does anyone doubt he'll end up in the ONLY safe place for him?) they're all going down. No more shell game here in the DR, the DEA is on them now and they will be extradicted and convicted. The only question is how high up will they prosecute? Will they pull a "Noriega" and go after Leonel o will they let the leader of the gang go free?

Good thoughts Bro! Could happen, should happen, but on what timeline? Possibly the USA has bigger, more pressing concerns at home that need fixing, before trying to fix other countries,No?

Of course all the schitt is falling on the Banco Reservas:
1) It was Fernandez who inaugurated the project
2) The Spaniard was supposedly "checked out" by the "authorities
3) Lots of the top dogs have apartments there...but few of them can explain how they got the 36 million pesos needed to buy into the place.

If those currently in charge "go down", they will simply be replaced by corrupt replacements. The system is dysfunctional. In the long run there will be no real improvement with the current system of laws.

Each time arrests are made, it looks like the "battle" is being won, but that is a false impression.

The system is working perfectly, it does exactly what it is supposed to do.

Of course, most people don't understand what it is supposed to do. - Which is another sign that it is working perfectly.

The only way to deter future corruption is to punish current/past corruption. Since that's never been tried before this is uncharted territory and may, MAY, just deter some future corruption.

Does the US have more pressing concerns? Sure, but what does that have to do with the price of tea in China? The DEA is officially on the case now, has a star witness, a list of names and is getting extradition. There's no way they're going to stop till they get them all, imo.

Riiiighhht....The DEA has a very high stake in keeping the drugs flowing, otherwise there's no reason for them to exist right? Many agents would lose their well paying jobs. Of course they will get some people here and there (Typically someone who has fallen out of grace for whatever reason) to give the impression they are actually doing something, but we all know they haven't put a dent on the drug trafficking business.

They is one way to stop the drug trade poison a shipment or two and when they have hundreds of dead in the US and the other countrys that use these shipments the demand will disappear and will not be profitable anymore. No problem killing thousands in a war well this is a war

But in all seriousness, we should really consider if trafficking is as bad as people say, at least economically. Of course there are many social costs involved of which examples are in abundance, incarceration, sickness etc. My question is are these outwheighed by the economic benefits? Particularly for poor nations such as DR?

Im not crazy for bringing this point up. Im just saying the record is not straight on wether allowing drug smuggling to continue at a certain level is overall good for the country. Lets look at 3 examples in Latin America: Peru, Colombia and Panama.

Guess what, in 2009 these were some of the largest receivers of foreign direct investment aside of the majors (Brazil/Mexico). Peru was the only major world economy to exceed 2008 FDI in 2009, and it is an investment grade nation. Lets remember that Peru beat out Colombia in cocaine production a couple of years back.

Colombia is well poised to outperform its 2009 economic growth this year. After Uribe cornered the drug trafficking guerrillas investment in energy (coal/oil) has boomed and their FX rate is strengthening behind solid FDI.

Panama is a haven for all kinds of ill gotten wealth and guess who is the next one on the hit parade to obtain investment grade status in latin america. Panama.

So i ask you, is all this THAT bad???

I heartily recommend reading the book "El Cartel de los Sapos" which was written by the very Colombian drug trafficker. And especially the parts that deal with "switchover-s". There were people in early 2000's who were buying the "freedom" for 5-6 million dollars, later on living freely in Miami.
