Electric out become very regular lately

Up until around 2 month ago we would only get around 3 a week. now we are experiencing them every morning around the same time, early afternoon every other day and ocasionally in the evening for an hour or 2.
Anyone know why this is happening so often these days?
Infact, could someone explain what it is exactly that makes Santo Domingos Electricity supplies so terrible?

Why would there be such a rise lately, seems we put up with an average of 3 hours outage a day at the moment, possibly more on occasion. I thought they may be working on the system somewhere as the timing seems almost deliberate and routine.

That makes sense!!!
