I believe they come to Santiago once a month to the biblioteca on Av. Estrella Sadhala.

My wife said they are closed for Christmas as of today.

My friend got his stolen passport replaced by going there.

You fill out a form, turn it in and it will be delivered to the address you give them in a few weeks.

Call when they are open and get the schedule of when you can come in to pick up / turn in the form.
