So what do you think and what is the route? Is it safe and legal? We really don't want to take a taxi if we can avoid it. Please advise. Muchas gracias!

Taking a 4- wheeler from LT to Samana.

If you only need a transportation between LT and Samana - a normal car would be ok, too. Staying on the mainstreets between Sanchez/Las Terrenas/Las Galeras roads can be done in a normal car. There are some potholes, but generally roads are easily to drive.
You also could take a guagua. If possible - avoid to go at nighttime!

It can be done but remember you have to drive back, it's over an hour in a car each way. (long haul on a four wheeler)
The roads in great shape, you head from LT to El Limon, on to Samana then out to Las Galeras.
Enjoy and be careful of all the crazys on the road.
