Do a search for Dominican citizenship. There have been several threads, one or two of them quite recently, from people with Dominican parents who were interested in getting Dominican citizenship.
Some of the hits you will get are from people wanting dual citizenship, but are not Dominican, but the threads that you want will be there, too.
