An "excellent" telecommunications system?

Obviously opinions vary.

While many have cell phones, the actual service delivered by any provider is very below average by any standard. AND quite expensive for what you get.

excellent communications system? compared to where? it has one of the slowest internet speeds in the hemisphere, and the service is among the most expensive.
