SDQ is 4 hours from POP airport, assuming you take the Santiago Route and miss rush hour traffic. Even if the driver takes the new Samana highway, (which avoids Santiago, but invites road tolls and overly enthusiastic traffic cops) you may get a $20 fare IF 1) it's per person, 2) in a 5-10 passenger vehicle that's fairly full and 3) the driver isn't lynched by the taxi mafia.

You are right. Extremely hard to believe that a taxi is going to take somebody from POP to SDQ for $20 unless there are a sizeable number in the party and all pay US$20. I doubt that even 5 passengers would be enough.

I calculate it costs me over $100 to get myself to SDQ from Cabrera after R/T tolls of 700RDP, about 2-3000 pesos in gas and paying my driver.

That doesn't even consider the wear and tear on the car.

There is a bus that leaves from POP to SDQ at 3:00am and arrives at 6:30am for $8 US each way but that was two years ago.

no, he saw the banner for flights from POP to SD. i saw it too. but my brain blocked the rest of the message since i did not believe such prices were possible. the banner is right next to the departures exit.
