Would love to know restaurants in the area of the Metro Marina and Golf Club. Also what is the general attire. Is shorts appropriate in the evening. How far from the mentioned hotel is there activity of shopping etc. Considering a trip in February and would love to have some of the answers. Thanks

Generally, slacks are worn, unless a restaurant is informal, such as an open terrace. Note that it gets chilly in the evenings, so you may prefer slacks after all in the evening. L'Ecrivesse requires slacks -- it is a dress up restaurant with contemporary Caribbean cuisine and an excellent wine cellar -- but check with the others, as they may allow slacks. Juan Dolio is a relatively small area, your hotel is in the middle. You can get to activity areas by walking during the day.
