No idea...that's the rumor I heard.
I know fires in other areas near had been started by local farmers as retaliation for 'guardabosques' removing and killing their cattle that they would let their animals pasture in protected areas, but the drug addict story sounds nonsensical but it is said they have several guys in custody.
