Privatization of the Colonial Zone?

I remember seeing something about the Privatization of the Colonial Zone in the news papers.
It said they wanted to make their own government for the Zone.

I have been searching and cannot find anything. Starting to get frustrated.

Does anyone have links to those Diario or Newspaper articles?

That was proposed by Francisco Javier, the Minister of Tourism, in order to have a better control of the CZ's environment and keep the area tourist friendly. Its not a privatization, but rather turning the CZ into a special district with its own district government. That way money will be set aside by the main government specifically for the CZ.

At least that's the plan, but many people think its a scheme to create more botellas.

Do you know where the article is located? I just want to re-read it for reference for an article and cannot find it.

We are having a meeting about the dirty water problem in the Colonial Zone tonight and I am just getting all my research done to prepare.
