You can use the Call Back from any fixed phone lines/fax or cel phones in DR.

By far the best I've found is www.connectelmundo.com

Calling to Europe, Asia, U.S. or Canada is about $3-$3.5 pesos per minute from the R.D. You need internet access or a cell phone with text messaging to connect the call. Its easy to use. You can talk from any land line or cell phone. They are now selling phone cards in Santiago if you do not have a credit card. Its well worth looking at. I use my Orange cell phone and it doesn't use any of my Orange minutes because th call is treated as an incoming call.
I've been using it from Santiago for 3 months now and it works very well.
If anyone knows of another choice please let me know.
