US Congress destinated 400 Millions to create the new system of entrance for citizens of countries that requiere visa for travel to US. Approximately since January 2004 all on-visa visitors should be proceeded for finger prints, photographs of them should be made, visa and passport will be scanned and system will look for similar people in terrorist lists. Also US Immigration plans to organize Immigration control on departure, until today they don't check people by immigration officers when they leave USA.
