what exactly does a 2do teniente do in the PN?

just a random question,how do these ranks reflect the PN os it similar to the states?

Scouts the recovered stolen cars for the general's collection?? Collects the payoff's?

2nd looys normally do nothing except get crapped on by both 1stlooy's and above, and master sargents up,

Straight from the academy, these "caditiots" come with a "can do" attitude to "make a difference" but get a rude awakening with higher-ups; they learn the "ropes" and know their role with the payoffs and scams.

It's time for a FEDERAL POLICE FORCE

It's always been known that the National Police is corrupt to the core; just a reflection of of this mostly uneducated society where most of the people are
all too willing to look for the easy way out, even if unethically, morally or
legally wrong.

It's beyond me why now, suddenly, people are surprised that police officers are in possession of hundreds of stolen luxury vehicles with an obvious complicity with criminals. This has been the standard operating procedure
in this society for decades and neither the 'authorities', 'free press' nor the people have ever bothered to unmask and have been accomplices by looking the other way.

The National Police cannot be salvaged and a completely new attitude needs to be taken by establishing a FEDERAL POLICE FORCE (FPF) while the National Police is methodically eliminated and disbanded. This new FPF
can use military personnel, trained with police methods, with a decent salary and commanded by proven, honest and capable people. Young people can be recruited and also trained with the most modern police training methods
but not from marginal 'barrios' or allowing the typical 'tigueres' to get in as has always been the norm (crime-oriented low class characters have joined the police or military just to get the protection and immunity the uniform provides). Just an idea that will never come to be.

Leonel sort of tried this in his last term with the establishment of AMET. AMET cops had to be highschool graduates, were better trained, better equiped and better paid. They were for a while considered almost bribeproof. Though they had limited jurisdiction, they in essense supplanted the PN from the major cities - relegating the PN to the rural areas and poor barrios.

But, in a manner that can only be called a concerted effort to destroy progress, Hippo dropped the standards for AMET and then merged the AMET police into the PN.

Your idea is timely. Leonel has to now start all over again. It will be interesting to see if he tried to restore AMET or does something more broad.

I would be weary of setting up one new police force after another. This is the Mexican model. Each new police force is more "federal" and more "specialized" than the last. In the end, drug money gets to them all. For this reason, AMET or any other new force created by Leonel should stay away from narcotics enforcement and leave that for dedicated corrupt special police division (as is the case today).

You are right on this. The PN should be disolved if it was up to me. And you are right on the requirements for police to have a higher education level, furthermore, they should have extensive background checks and screening. But as you say, that is just us, an idea, it may never happen.

The only way that the situation can be reversed is to punish the corrupt ones, but the good ol boy sentiment is so entrenched that it will never happen!

Did anyone read or heard about a journalist that had some sort of video in his possession showing the commander of the army or pn handing out envelopes full of money and duffle bags full of weapons in barrios?; apparently arming these criminals to incite disturbances since the PRD was well aware that "e' pa' fuera que van!" was not wishful thinking, but that they would not win the election?

True. But corruption is such a relative thing. There are enough "less-corrupt" (mainly young) ones to dramatically improve the situation. In fact, that should be the PLD's campaign slogan: "We're markedly less corrupt"; or "we stop at selling our own mothers."
