Any body knows about lending rates drop to 16%?

I have seen in the daily news dated monday August 30, 1999 that lending rates will go down to 16 %. Can anyone tells me if this is correct what banks are lending at the lowest rate. I was interest in financing a house or an apartment.

16% is prime rate. It is possible that loans and savings banks may drop their rates to 16%, as there will be lots of money for lending. The best financing rate so far is 18%.
